La mise en oeuvre de ce financement est conditionn\u00e9e \u00e0 l\u2019approbation par la Commission Europ\u00e9enne du r\u00e9gime d\u2019aide d\u2019Etat correspondant puis \u00e0 la conclusion des conventions nationales d\u2019aide. Dans le cadre de l\u2019appel \u00e0 projets national \u00ab\u00a0Recyclage des plastiques\u00a0\u00bb op\u00e9r\u00e9 par l&#8217;ADEME[1], le projet de Carbios pour industrialiser son proc\u00e9d\u00e9 unique de biorecyclage du PET a \u00e9t\u00e9 retenu. L\u2019unit\u00e9 de r\u00e9f\u00e9rence \u00e0 Longlaville dans la R\u00e9gion Grand Est\u00a0sera la premi\u00e8re usine de biorecyclage de PET au monde, avec une mise en service pr\u00e9vue en 2025. Cette usine offrira la possibilit\u00e9 de relancer en France une activit\u00e9 de production des deux composants de base du PET, le PTA et le MEG[2], tous deux issus du proc\u00e9d\u00e9 Carbios.\u00a0<\/p>\n<p>Carbios annonce \u00e9galement l\u2019octroi d\u2019un financement total de <strong>11,4 millions d\u2019euros par l\u2019Etat dans le cadre de France 2030<\/strong>, dont <strong>8,2 millions d\u2019euros directement pour Carbios<\/strong> (5 millions d\u2019euros sous forme d\u2019avances remboursables) et <strong>3,2 millions d\u2019euros pour ses partenaires acad\u00e9miques<\/strong> INRAE[3], INSA[4] et CNRS[5] via les unit\u00e9s mixtes de service TWB[6] et de recherche TBI[7]. Cette aide permettra la poursuite des recherches d\u2019optimisation et d\u2019am\u00e9lioration continue des technologies enzymatiques d\u00e9velopp\u00e9es par Carbios, ainsi que l\u2019exploration de nouvelles solutions de rupture.\u00a0<\/p>\n<p>\u00a0<\/p>\n<p><strong>Christophe B\u00e9chu, Ministre de la Transition \u00e9cologique et de la Coh\u00e9sion des territoires :<\/strong><em>\u00ab\u00a0La lutte contre la pollution plastique est une urgence mondiale qui requiert une r\u00e9duction drastique de leur utilisation mais \u00e9galement une augmentation de leur recyclage. Depuis de nombreuses ann\u00e9es, des \u00e9quipes de recherche publiques et priv\u00e9es fran\u00e7aises ont collabor\u00e9 pour mettre au point une technologie de recyclage enzymatique du PET. En soutenant la construction du premier site de Carbios de biorecyclage au monde, la France d\u00e9montre ainsi que la technologie de Carbios est maintenant devenue une r\u00e9alit\u00e9 industrielle qui permettra de recycler des d\u00e9chets qui l\u2019\u00e9taient difficilement jusqu\u2019\u00e0 pr\u00e9sent.\u00a0\u00bb<\/em>\u00a0<strong>Roland Lescure, Ministre D\u00e9l\u00e9gu\u00e9 charg\u00e9 de l\u2019Industrie : <\/strong><em>\u00ab\u00a0Je suis heureux de pouvoir annoncer, au moment o\u00f9 s\u2019ouvre la conf\u00e9rence mondiale sur les plastiques, le soutien de l\u2019Etat pour pr\u00e8s de 54 millions d\u2019euros aux projets innovants de recyclage enzymatique de plastique port\u00e9s par Carbios. La construction en France d\u00e8s 2023 de la premi\u00e8re usine de recyclage enzymatique de plastiques au monde constitue une \u00e9tape importante vers la construction d\u2019une \u00e9conomie des plastiques enti\u00e8rement circulaire, qui constitue un des plus grands d\u00e9fis environnementaux des deux prochaines d\u00e9cennies. Ce projet montre combien la transition \u00e9cologique est aussi l\u2019occasion d\u2019une r\u00e9industrialisation verte de notre pays. \u00bb<\/em>\u00a0<\/p>\n<p><strong>Bruno Bonnell, Secr\u00e9taire G\u00e9n\u00e9ral pour l\u2019Investissement, en charge de France 2030\u00a0:<\/strong><em>\u00ab L\u2019accompagnement de France 2030 r\u00e9pond \u00e0 un double enjeu\u00a0: permettre \u00e0 la France de se doter d\u2019une solution innovante de traitement de plastiques et positionner le mod\u00e8le \u00e9conomique de Carbios, bas\u00e9 sur des ventes licences, \u00e0 un niveau international. Carbios fait partie des entreprises dont le d\u00e9veloppement a \u00e9t\u00e9 progressif, partant de la recherche publique, en passant par la cr\u00e9ation d\u2019une start-up jusqu\u2019\u00e0 l\u2019industrialisation d\u2019un proc\u00e9d\u00e9 technologique. Un continuum que France 2030 soutient particuli\u00e8rement et dont Carbios est une tr\u00e8s belle illustration. \u00bb<\/em>\u00a0<\/p>\n<p><strong>Franck Leroy, Pr\u00e9sident de la R\u00e9gion Grand-Est\u00a0:<\/strong> <em>\u00ab\u00a0Je suis tr\u00e8s reconnaissant \u00e0 Emmanuel Ladent et aux \u00e9quipes de Carbios d\u2019avoir choisi le Grand Est pour l\u2019installation de leur premi\u00e8re usine mondiale de PET 100 % biorecycl\u00e9. En soutenant cette implantation, la R\u00e9gion contribue activement au respect de l\u2019environnement tout en cr\u00e9ant de nouveaux emplois et de la valeur ajout\u00e9e dans le Grand Est. Pour Longlaville c\u2019est \u00e9galement une excellente nouvelle et je tiens \u00e0 saluer son Maire comme le Pr\u00e9sident de l\u2019Agglom\u00e9ration. Ils n\u2019ont pas m\u00e9nag\u00e9 leurs efforts, avec le soutien constant de l\u2019Etat et de l\u2019ADEME, pour rendre effective cette implantation. L&#8217;usine de r\u00e9f\u00e9rence de Carbios s&#8217;inscrit pleinement dans l&#8217;ambition du Grand Est de devenir un territoire leader de l&#8217;\u00e9conomie circulaire du PET. Ce projet repr\u00e9sente un jalon suppl\u00e9mentaire dans la construction de notre \u00e9cosyst\u00e8me.\u00a0\u00bb\u00a0<\/em>\u00a0L\u2019usine permettrait de s\u00e9curiser la commercialisation des premiers volumes de PET recycl\u00e9 issus de la technologie Carbios et d\u2019offrir \u00e0 ses partenaires du PET recycl\u00e9 de qualit\u00e9 \u00e9quivalente \u00e0 celle du PET vierge. Apr\u00e8s l&#8217;obtention des permis, qui devraient \u00eatre accord\u00e9s d\u2019ici fin 2023, en ligne avec le d\u00e9marrage annonc\u00e9 de la construction avant la fin de l\u2019ann\u00e9e, la mise en service de l\u2019usine est pr\u00e9vue pour 2025. S&#8217;ensuivra une p\u00e9riode de mont\u00e9e en r\u00e9gime jusqu\u2019\u00e0 atteinte de sa pleine capacit\u00e9. L\u2019usine b\u00e9n\u00e9ficiera d\u2019une capacit\u00e9 de traitement nominale de 50000 tonnes de d\u00e9chets PET par an, soit l\u2019\u00e9quivalent de 2 milliards de bouteilles ou 2,5 milliards de barquettes alimentaires.\u00a0<\/p>\n<p><strong>Emmanuel Ladent, Directeur G\u00e9n\u00e9ral de Carbios\u00a0:<\/strong><em>\u00ab\u00a0Gr\u00e2ce au pr\u00e9c\u00e9dent soutien de l\u2019Etat fran\u00e7ais, et de la BEI, nous avons pu d\u00e9montrer la comp\u00e9titivit\u00e9 \u00e9conomique et environnementale de notre technologie \u00e0 l\u2019\u00e9chelle du d\u00e9monstrateur industriel install\u00e9 \u00e0 Clermont-Ferrand. Le soutien renouvel\u00e9 de l\u2019ADEME et celui de la R\u00e9gion Grand-Est sont cruciaux pour cette nouvelle \u00e9tape industrielle qui marque le d\u00e9but de notre d\u00e9ploiement \u00e0 l\u2019international. Notre premi\u00e8re usine sera la vitrine mondiale de notre technologie de biorecyclage du PET et nous sommes tr\u00e8s fiers qu\u2019elle soit localis\u00e9e en France.\u00a0 Je remercie vivement le Conseil d\u2019Administration de Carbios et en particulier son Pr\u00e9sident Philippe Pouletty pour son r\u00f4le d\u00e9cisif pour r\u00e9aliser cette premi\u00e8re usine.\u00a0\u00bb<\/em>\u00a0<\/p>\n<p>La s\u00e9lection de Carbios pour le financement de l\u2019Etat \u00e0 travers France 2030 et de la R\u00e9gion Grand-Est compl\u00e8te la r\u00e9cente annonce d\u2019un partenariat exclusif et \u00e0 long terme avec Novozymes[8], le leader mondial de la production d&#8217;enzymes, dont l\u2019un des objets principaux est d\u2019assurer la fourniture d&#8217;enzymes \u00e0 l\u2019usine de Longlaville de Carbios et aux futures usines sous licence.\u00a0 En outre, Carbios a r\u00e9cemment s\u00e9curis\u00e9 une premi\u00e8re source d&#8217;approvisionnement de sa future usine en remportant une partie de l\u2019appel d\u2019offres CITEO pour le biorecyclage de barquettes multicouches[9].\u00a0<\/p>\n<p>France 2030 est un plan d\u2019investissement d\u2019une ampleur in\u00e9dite. 54 milliards d\u2019euros seront investis pour que les entreprises, universit\u00e9s, et organismes de recherche, soient en mesure de r\u00e9pondre de mani\u00e8re comp\u00e9titive aux d\u00e9fis \u00e9cologiques et d\u2019attractivit\u00e9 du monde qui vient, et faire \u00e9merger les futurs leaders de nos fili\u00e8res d\u2019excellence, notamment dans le domaine de la transition \u00e9cologique. De la recherche fondamentale, \u00e0 l\u2019\u00e9mergence d\u2019une id\u00e9e jusqu\u2019\u00e0 la production d\u2019un produit ou service nouveau, France 2030 soutient tout le cycle de vie de
